Open Question: I want to buy a PDA from AT&T but I have a question.?

From what I am to understand, I can’t buy a smartphone unless I have an unlimited data plan. Is there any way I can just get the phone without having to pay an extra 30 dollars a month? The phone I am looking at has wifi so I won’t even need to use 3G at all.
