Voting Question: Recommend me a good smartphone that also works without a SIM?

OK, here’s the situation… I’m 17, can’t get a contract phone until I’m 18, and stuck with a Tracfone prepaid phone. The Tracfone’s SIM refuses to work with any other unlocked GSM phone I have tried — it either says “Bad SIM” or asks me for a PIN. I read somewhere that it will never work in any phone other than the one it originally came with.

I need a Windows Mobile-based PDA or smartphone. I would prefer to have a smartphone, so that when I finally do get a “real” phone and plan, I’ll be able to use this one as my backup.
